The particulars of its organization, functions and duties |
Mineral Exploration Corporation Limited was established as an autonomous Public Sector Undertaking in October,1972 under the administrative control of Ministry of Mines, Govt. of India.
Mineral Exploration Corporation Limited is engaged for systematic exploration of minerals, to bridge the gap between the initial discovery of the prospects and its eventual exploitation. MECL has the mission to provide efficient, time bound, competitive and cost effective geo-scientific services and data for mine planning and allied in India and abroad. The powers and duties of its officers and employees |
The Company has well defined structured and specific delegation of powers in respect of CMD,Directors, HODs, Officer-In-charges, Project Managers, etc., to enable them to discharge their duties from time to time. In case of any item is not under the delegated powers of the CMD, the same is being decided by the Board of Directors of MECL.
The main and substantiative duties of Officers and employees of MECL is to undertake mineral exploration activities throughout the country and abroad. |

The procedure followed in the decision making process, including channels of supervision and accountability. |
Being a Public Sector Undertaking, the Corporation follows the hierarchical management pattern. At each level the Officers competent under their respective area decide issues within their delegated powers and in case it is beyond their delegation and scope, they refer the issue to their senior for guidance and decision in the matter. This includes reference made to the Board of Directors for decision involving policies and beyond the scope and delegation of CMD. Being a hierarchical management there is accountability, involvement and supervision available at every level of the Corporation. |

The norms set by it for the discharge of its functions |
Over a period of time, MECL framed various norms in terms of its rules and made it applicable for matters connected with establishment, finance, materials, Project Management, etc. These norms and rules are framed by taking guidance from the notification issued by the Department of Public Enterprises (DPE), instructions received from the administrative Ministry from time to time, and at times the norms and rules followed by other sister Public Sector Enterprises also forms the basis to frame them in respect of our Organisation. These norms and rules, since involves policies, generally have the approval of MECL Board of Directors. |

The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions. |
The Company has Certified Standing Orders, Discipline & Appeal Rules, Conduct Rules, Service Rules, Leave Rules, Accounts Manual – Procedure & Instructions, Stores Manual, EPF Rules, Personnel Manual for Projects, Personnel Manual(General), etc., are used by employees for discharging their day to day functions/duties. Besides, the Legislations such as Industrial Disputes Act, Payment of Wages Act, Minimum Wages Act, Contract Labour (Regulation & Abolition) Act, etc., as applicable are also followed. |

MECL being a commercial Undertaking is not required for consultation with the members of public in relation to formulation of its policies, therefore, no such arrangement exist in the Corporation. However, in MECL we have appointed a Director (Public Grievances) as per instructions who handles grievances of public if any in relation to our Organisation. |

A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advise, and as to whether meetings of those boards, councils, committees and other bodies are open to public, or the minutes of such meetings are accessible for public. |
MECL being a commercial Undertaking, its Board deals issues relating to or in respect of functioning of the Organisation and therefore it does not involve the general public in such deliberations. The minutes of the Board meeting are not made accessible for public. |

As on today MECL has 2254 employees on its rolls. The personal data of these employees is available in our Information Technology Centre at Nagpur, besides, one Personal File for each employee is maintained in the Organisation which contains all details in respect of particular employee, from his date of recruitment to date of retirement, etc. |

The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in its regulation. |
MECL Officers and employees are paid their monthly remuneration on first of each month. The monthly salary statement of each employee has already been computerised which is available at our Information Technology Centre at Nagpur and a copy of which is also made available to the concerned employee for his information. Any other compensation such as medical allowance, conveyance reimbursement, Bonus, etc., are paid through acquaintance rolls separately as per admissibility. |

Government of India, Ministry of Mines have made following allocations of funds for MECL for the year 2008-09 vide its letter No.1(12)/2007-I.F., dated 2-4-2008.

At our Central Headquarters at Nagpur we have an Information Technology Centre where facilitates for computerisation of information are available. A brief of the activities undertaken by this Centre is enclosed as Annexure-I. |

MECL has already appointed Public Information Officer and Appellate Officer under the Right of Information Act,2005 from whom citizens may obtain the information under the Act. MECL do not have any Library or Reading Room for public. |

Sharma, Manager (Pers. & Admn.) has been appointed as Public Information Officer (PIO) under the provisions of Right to Information Act, 2005 with effect from 01-04-2013 in place of Shri A.P. Gera, Sr.Manager (Legal Services) who has retired from the services of MECL on attaining the age of superannuation with effect from 31-03-2013(A/N).
